If scratcher ticket odds are 1 in 4, why don’t I win when I buy 4 in a row?

The winning tickets are randomly dispersed among all of the other tickets. There is no guarantee that every fourth ticket will be a winner. The overall odds shown on the back of each ticket are for all tickets printed, not just the pack sold at a certain retailer.
